Compliance Status
To meet the Public Sector Bodies Accessibility Regulations 2018 and Assertion 10 of the 2025 Practitioners' Guide, Compton Parish Council (CPC) ensures all digital content follows the POUR principles and adheres to WCAG 2.2 AA standards.
The POUR Principles:

Actions Taken to Improve Accessibility

Navigation & User Interface: We use a balanced combination of text and imagery. Navigation buttons are colour-coded by category (e.g., Black for Finance, Purple for Cemetery) to assist visual recognition, but we do not rely on colour alone; all buttons include descriptive text labels.

Typography: We have transitioned to Open Sans (a humanist sans-serif font) at a minimum size of 15pt for enhanced legibility. Text is left-aligned to assist users with dyslexia and is never "justified."

Technical Performance: The site is optimised for both desktop and mobile. While mobile screens have inherent size limitations, all key information remains accessible. We have verified that the site supports zooming and scrolling beyond the 200% recommendation without loss of content.

Contrast & Links: Extensive contrast testing has been conducted to meet compliance levels. All generic "click here" links have been replaced with descriptive anchor text (e.g., "Download January 2026 Minutes").

Keyboard Accessibility: Wix-based architecture supports standard keyboard navigation. Instructions for these shortcuts are available under the dedicated Accessibility Tab.

Internal Document Standards (Word & PDF)
All council agendas, minutes, and reports are now produced against the following checklist:

Structure: Documents use logical Heading Styles (H1, H2) rather than bold text to ensure screen readers can navigate the hierarchy.

Layout: Content is kept to a single-column flow. Automated bullet points are used instead of manual dashes to maintain reading order.

Naming Conventions: Files are saved with descriptive titles (e.g., Full-Council-Minutes-Jan-2026.pdf) and internal metadata properties are updated accordingly.

PDF Integrity: Documents are saved as Tagged PDFs to preserve structure. We avoid scanned PDFs, as these are unreadable by screen readers. While third-party documents occasionally arrive as scans, we strive to provide accessible alternatives where possible.

Limitations and Technical Note
Third-Party Plug-ins: We utilise videos and forms to enhance site utility. Automated tools like WAVE by WebAIM or the Wix Accessibility Wizard may occasionally flag these as "issues" due to algorithmic limitations in testing third-party code. We have retained these features as they provide essential functionality, and we monitor them manually for usability.
Legacy Content: Some older documents (pre-2026) may not be fully optimised for screen readers. If you require a specific document in an alternative format, please contact the Clerk.
Future Improvements (Roadmap)

March 2026: Standardisation of all Annex titles to ensure 100% correlation between references and attachments.

Ongoing: Continuous review of jargon; replacing acronyms with full titles where mobile screen-width permits.

Feature Request: The Webmaster is currently investigating the integration of a site-wide magnifier tool.
